RT Tech Update

Just a late-night tech update for all you happy taxpayers. I installed some software that should help improve performance on RT, and help us scale up to meet the demands of increased readership we’ve been seeing. If you see any funky behavior on RT (besides the usual funky behavior by the front pagers, of course :-)), let me know in the comments.
