Kuhl’s targeted franking

There’s been a bit of a hub-bub about Randy Kuhl’s recent mailer about the stimulus act.  One fact that has not yet been addressed is the following: Democrats in the district are not receiving the mailer. I’ve spoken with half a dozen Democrats in NY-29 and none of them has received the mailer (Rotten mentions that he didn’t receive it yet here).

To my knowledge, it is legal for members of Congress to use their franking privileges to send out mailers to targeted groups. However, I do not know whether or not it is legal to target by party registration. It would be interesting to know how Kuhl decided which constituents to send the mailer to.

In other related news, Rotten points to a News 10 piece about Kuhl’s use of franking privileges. In 2006, Kuhl spent more than $136,000 taxpayers dollars on these mailers, which is more than any of the other Rochester area Congressmen. In 2005, his franking volume was the second highest of any member of Congress (see attached pdf)
