Update: what this means is that Randy greets Bush and says “thanks for the ride…” one minute and thirty seven seconds into the video I linked to.

The question is has Randy got his chips cashed in.
I took it to mean Randy is saying goodbye because Bush is leaving office soon. The “ride” maybe was metaphorical, as in a right-wing ride (to hell in a handbasket???).
At least he’s enjoying the ride.
