The unFAIR plan - politics at it worst
Meet Kathleen Dillion.
She is a Churchville-Chili school board member and taxpayer discussing the implications of Maggie Brooks’ unFAIR plan at the open forum held by the Democratic Caucus on Thursday October 11, 2007. At the same forum - School Superintendents Maffucci from East Rochester and Manaseri in Brighton spoke. Webster Superintendent Bovard spoke at an open forum in Webster
This 4:28 minute video breaks down the Brooks plan. Here is my brief summary below. If you do nothing else, listen to the exchange at the 3:18 mark.
0:28 - This is in direct violation of the Morin-Ryan agreement.
0:45 - Robbing Peter to pay Paul is not accountability. It’s politics at its worst
1:00 - Spitzer’s increased aid is to be used by schools not used to solve Medicaid issues. Given, as we learned from Superintendent Manaseri, that this state aid the result of a lawsuit - this statement makes even more sense. The lawsuit settlement is supposed to put monies into schools. Monies that since 1993 have been absent. Maggie Brooks is counting on allocating that money to solve the county Medicaid obligations.
1:15 - Some money was for targeted programs. If the schools didn’t met the target programs it didn’t get the money.
1:40 - Churchville-Chili took the funds and had a tax decrease. Maggie Brooks is wrong when she says school districts always raise taxes.
2:15 - The way this intercept was passed is a violation of the democratic process.
2:45 - Maggie Brooks should have had a community dialogue on how to manage the problem.
3:18 to 4:15 - We are in limbo. We get money back from the state in the form of STAR, we are going to pay for MCC, monies are getting shuffled around. How many ways can you cut me and owe me - we are all the same tax payer. When one government entity takes it only puts the burden on another entity.
