The Water Authority’s Service Area

I was talking with Water Authority employee today, and he brought up a very good point: The Water Authority provides service to areas far outside of Monroe County, including parts of Genesee, Ontario, Wayne, and Orleans counties. Since the board is appointed by the Monroe County Legislature, folks in those other counties have absolutely no say in the Water Authority’s governance.

I wonder, too, if it’s realistic to think that the county government might be able to take over an authority whose service area extends far past the county line.

Does anyone have any ideas about this?

that’s the joy of authorities (the shadow gov’t) in ny. they don’t really answer to anybody but themselves. i would guess that they probably have some sort of contract for service that, in a sense, makes those areas waive rights to representation.
