Thank God for the Fighting 29th
Once again, our friends at the Fighting 29th are all over a story we know is important, but are too lazy to cover thoroughly:
Randy Kuhl’s office has announced millions of dollars of grants in the last month (here, here, here and here). These are routine grants, which probably would have happened no matter who was serving in the 29th.
I think he’s probably right that they’re “routine”, though I have no real idea. These total a little over a million dollars, which is not much by Washington standards (each district pays about $5 billion a year in federal taxes), but they sound relatively legit, so I’m glad they got awarded.

In my book, routine means grants that are the result of some already legislated program or other that Randy’s just announcing (as does Louise Slaughter and every other rep).
Non-routine would be something that is against an existing piece of legislation or ruling by some legislatively-appointed body. That’s where a Rep shows s/he has muscle. One example is the airbase in Niagara that Hillary and Reynolds are both bragging about saving. Another would be the Canandaigua VA hospital, if it were saved.
I agree with that definition of routine. What I don’t know exactly is how much Kuhl had to with getting that grant.
